"Completing the C-CFSR Self-Assessment"
This training for trainers was authored and first presented on January 29, 2004, by David Hurley, M.S.W. It addresses the requirements of State Law (AB 636) regarding the measuring and reporting of program outcomes in accordance with the new Child Welfare Services Outcome and Accountability System. Also known as the California-Child and Family Services Review (C-CFSR), the law took effect January 2004.
The training materials, accessible below, include and reference documents from the California Department of Social Services and link users to state and county outcome data provided by the UC Berkeley Center for Social Services Research (CSSR) Web site.

- Module #2: Analyzing Child Welfare Outcome Indicators
Includes a description of the eight federal Outcome Indicators representing Safety, Permanency, and Child and Family Well-Being; provides a user-friendly approach to writing the County Data Report; and offers guidance for performing data analysis by using the UC Berkeley Web site to full advantage. URLs to the UC Berkeley Web site are embedded within the text.
- Appendix to Module #2:
- Completing the County Self-Assessment--Analyzing Child Welfare Outcome Indicators (13-page table): The CDSS "Outcome & Accountability County Data Report" (Attachment A of the ACL 04-05 dated February 3, 2004) provides each county with the appropriate statistic for each outcome measure. However, in order to interpret this data in the proper context, it is important to refer to the UC Berkeley Center for Social Services Research's C-CFSR Links page
- Proposed Methodology for Rolling Out the Outcomes and Accountability System (1-page table for implementation of assessment process by calendar year)
- "Outcome Wheel": This 1-page color document can be provided to trainees as a visual depiction of several of the federal outcomes of the C-CFSR. This training for trainers was authored and presented to several regions in spring 2004 by David Hurley, M.S.W., as a sequel to the C-CFSR Self-Assessment training that premiered in January 2004. The materials include:

This presentation guides child welfare staff in completing the CWS/CMS data fields so they can measure outcomes required by AB 636. It was created by Phil Breitenbucher of Riverside County Department of Public Social Services.
