California Child & Family Services Review (C-CFSR)

Background and Introduction

"Completing the C-CFSR Self-Assessment" is a training for trainers authored and first presented on January 29, 2004, by David Hurley, M.S.W. It addresses the requirements of State Law (AB 636), effective January 2004, regarding the measuring and reporting of program outcomes in accordance with the new Child Welfare Services Outcome and Accountability System.

This system, also known as the California-Child and Family Services Review (C-CFSR), is described in detail in the California Department of Social Services (CDSS) document "The California Child Welfare Outcomes and Accountability System" (April 2003), the "Outcome & Accountability Report (Statewide, January 2004), and the All-County Letter (February 3, 2004) and its attachments.

The C-CFSR focuses on continuous quality improvement in the areas of Safety, Permanence and Child and Family Well-Being. It corresponds to strategic plans outlined in the Child Welfare Services Redesign Final Report (September 2003) and is directly referenced in several Systemic Factors of California's Program Improvement Plan (PIP).

According to the PIP, CDSS will use the County Self-Assessments and System Improvement Planning (SIP) processes of the C-CFSR to determine how counties provide initial and ongoing training and will assist counties to identify and address training gaps.
