California Public Child Welfare Workforce (2004)

Description
Every 3 to 5 years CalSWEC surveys the public child welfare workforce to determine the extent to which the state is meeting its needs and requirements for master’s-level social workers among child welfare workers and supervisors. In 2005, additional information was obtained for the AB 636 county self-assessments.

Instruments and Variable Lists
With the help of the California Department of Social Services (CDSS) and County Welfare Directors’ Association (CWDA), the information for this study was gathered from 58 counties between February and August 2004, using two instruments.

The first was the Agency Staffing Characteristics Survey, a questionnaire aimed at gathering agency staffing and administrative data such as vacancies, need for bilingual workers, caseload structure and size, turnover, and contracting out services.

The second was the Individual Worker Survey. This survey was designed to get a more detailed perspective on the workforce by having individual child welfare staff complete this part. As a result, substantial information was gathered on the demographics of the workforce, program assignments, education, experience level, professional licensure and level of participation or interest in Title IV-E support for further education.
