Curriculum Competencies for Public Mental Health in California

The Mental Health Initiative Committee developed a set of mental health competencies for students to learn at both the foundation and advanced or specialization levels of their graduate education. The competencies address issues in recovery, resiliency, evidence-based practice, and psychosocial rehabilitation principles and are based on a series of principle statements adapted from the Mental Health Services Act, the California Mental Health Master Plan: A Vision for California (March 2003), and the President's New Freedom Commission Report (November 2003).

The CalSWEC Board of Directors adopted the Mental Health Curriculum Competencies for Public Mental Health in California in May 2005. Schools--in collaboration with their county mental health and county contract mental health agency partners--have designed strategies to implement the competencies in the curriculum in both classroom and agency based field work settings.

A CalSWEC workgroup has been established to look at the competencies developed by each of the three initiatives (Mental Health, Child Welfare, and Aging) to synthesize the Foundation Year competencies, streamline Advanced Year competencies, and align the competencies with the 2008 CSWE Educational Policy and Accreditation Standards (EPAS) competencies. The Mental Health Competencies will change when this process is completed.
