Carolyn Shin Named Title IV-E Stipend Program Director

Interim Director Carolyn Shin has been named Director of the Title IV-E Stipend Program.

“I am very pleased to announce that Ms. Carolyn Shin, LCSW, has been appointed Director of the Title IV-E Stipend Program at CalSWEC," CalSWEC Executive Director Rodger Lum stated on November 13. "Carolyn brings a deep commitment to public social work values and practices and strong leadership, planning, and collaboration skills to the position. Please join me in welcoming her to her new, permanent position.”

Ms. Shin served as the program’s Interim Director since June 30, after then-Director Chris Mathias left to assume her position as assistant director of the Bay Area Academy. She joined CalSWEC in April 2011 as curriculum specialist and was promoted to Assistant Director of the Title IV-E Stipend Program in 2014. 

Ms. Shin has 15 years of direct service and administrative experience working with child-, youth-, and family-serving organizations in child welfare, mental health, public health, and social justice. She holds a B.A. in American Civilization and Ethnic Studies from Brown University and an M.S.W from the University of California, Berkeley. She is also a certified mediator.

Continuing the Work with a Strong Team
“I am extremely excited for this opportunity, and am honored and humbled to have been selected to serve in a permanent capacity as the Title IV-E Stipend Program Director," Ms. Shin stated,  

“I am eager to continue building on the great partnership work of this unparalleled statewide collaborative. I hope to foster dialogue to creatively and cooperatively implement effective strategies to support public child welfare workforce development through the social worker education and training efforts of the Title IV-E programs and partnerships throughout the state.” 

Ms. Shin leads the IV-E team composed of Curriculum and Policy Analyst Elizabeth Gilman, Workforce Development Coordinator Donna Thoreson, and Distance Education Specialist Tim Wohltmann. They are also supported in the fiscal area by Administrative Director Nancy Nelson and Research Administrator Jane Turbin and in research and evaluation by Research and Evaluation Director Sandhya Rao Hermón and Data Management Specialist Susan Jacquet.
